If not working, take it back. I have this issue as well! Apple Pay etc. works completely fine, and I can read and write new NFC tags through a 3rd party app, but my iPhone won't pick them up when I tap on them without the app actively searching for them. There's no 'scan NFC' option in control centre any more either.
Hover the top your phone around 5 centimetres above the tag. Tilt your phone downwards (not too fast or too slow) so that roughly the area next to your phones camera is about 0.5 cm above the tag.
