The other is an RFID reader / access control system. That can integrate either to your Z-Wave hub via APIs / data connection, or more simply with a contact closure- have a magnetic contact sensor of the type that has screw terminals hooked up to the access control system's door relay terminals. The zwave_js integration currently only supports locks for entry control devices. There is no support for entry control keypads (I’m not sure which entity platform a keypad would be, alarm?). As a workaround you can use zwavejs2mqtt to set the usercodes or the integration’s set_value service call.
With a reader above your car and an antenna positioned correctly it should work. You could probably even dual-purpose your toll tag if you have one. Then of course you have to write a bit of code to get it to work together.
